  5.     Mariana Rodriguez Villegas' assailants were anything but
  6. subtle. After stopping her on a Mexico City street two weeks
  7. ago, the four men held her at gunpoint and gave her a blunt
  8. message for her employer, writer Jorge Castaneda, one of the
  9. fiercest critics of President Carlos Salinas de Gortari's
  10. government: Lay off or die. Three days later, after the young
  11. secretary identified one of her menacers as a former police
  12. agent, a fifth thug threatened her life as well.

  14.     The Rodriguez episode is the latest in a string of abuses
  15. that have aroused concern over Mexico's human-rights record.
  16. Salinas, on tour in Tokyo, immediately telephoned Castaneda to
  17. offer sympathies and sent a letter to the liberal daily La
  18. Jornada promising to pursue the culprits. But at the same time,
  19. an editorial in the government newspaper El Nacional suggested
  20. that Castaneda, an ally of Cuauhtemoc Cardenas, who ran a close
  21. second to Salinas in the fraud-tainted 1988 presidential race,
  22. had caused the threat against himself by consorting with the
  23. opposition.

  25.     The incident has aroused questions about whether the
  26. government is permitting such abuses -- or has lost its
  27. authority to stop them. Some analysts suggest the threat
  28. against Castaneda may have come from someone wanting to hurt
  29. the Salinas administration.
